US Bill Targets Russian Mercenary Groups for Terror Designation
The legislation, named the Holding Accountable Russian Mercenaries Act 2.0, was introduced by a coalition of representatives, aiming to formally designate successor entities to the Wagner Group—including Africa Corps, Redut PMC, and Patriot PMC—as both Foreign Terrorist Organizations and Specially Designated Global Terrorists.
“These organizations pose a major threat to US national security,” the statement said, accusing Russia-linked mercenary groups of engaging in “sabotage, terrorism, and blackmail” across multiple countries. It also noted that the bill would equip the president with tools to act against these groups.
The Wagner Group was previously labeled by the US in 2023 as a major transnational criminal organization and has been subject to several rounds of American sanctions. After Wagner leader Yevgeniy Prigozhin died in a plane crash in August 2023, the bill notes that the group’s personnel and operations were integrated into Russia’s Ministry of Defense and reorganized under successor entities.
There was no immediate comment from Russian authorities regarding the proposed legislation.
